Question Number: 12115Kicks From The Penalty mark 1/29/2006RE: 7 Under 19 matty of london, england asks...hi guys, im a bit confused with a particular penalty shoot out situation. I have a few questions: 1. If in extra time a player gets sent off, for side A, leaving them with 10 players at full time, if it is a draw and the penalty shoot out is to proceed, does a player from side B have to opt out to balance the sides 10 each?
2.a During the penalty shoot out, when the 5 penalty takers are selected. What would happen if, as 1 of them stepped up to take their penalty, he cursed the ref, worenting a red card. Would the penalty count as a miss? Would the side have to get another player to take it? Would the oppo team have to balance it out by going down to 9 players if it went to sudden death.
b If in a normal 11 on 11 penalty shoot out, the game went to sudden death, and 4 players of 1 team "bottled" it and got themselves sent off (leaving 7 players, whereby the game can continue) so that the penalty taking would get round to their better players quicker, what would the referee do?

Answer provided by Referee Keith Contarino 1. No. "Reduce to equate" only occurs at the end of regular time. For example, if one side has 11 and the other 9, the side with 11 begins the kicks from the mark with 9 also. If players get sent off during the kicks phase, the opponents do not have to reduce their numbers, In fact, kicks will continue if need be as long as each team has 1 player. 2. a. The referee would stop play before the kick, send the player off, show the red card, and another player would kick. Opponents do not have to reduce by one. b. If the players do something to get themselves sent off, the referee is obliged to send them off.

View Referee Keith Contarino profileAnswer provided by Referee Richard Dawson Just so I am clear, This is not additional time still remaining in the match? As in two 15 minute periods for overtime? Is this a situation as the match nears the ends you award a PK to one team? In order for this PK to be taken you extend time to compensate for the set up? Before this Pk is taken you send off the PK kicker/Player? If this is true the match is NOT over UNTIL that PK is actually taken! Once you declare the match over on the resulting shot if the game still requires a winner as it will now be 11 versus 10! You can now equate 10 versus 10
I ask this because once the match is OVER all players on the FOP must go to the centre circle IF KFTPM(kicks from the penaly mark aka a shootout is required to declare an outcome) This is the time when we equate. If one team was down to 10 the opposition with 11 will retire one person to a non kicking status to go 10 versus 10.
ANY disciplinary action taken during this time while cards are shown and actions recorded it will no longer affect the opposition. If a referee sends off a player the pool of shooters availabe to that team is now 1 shooter less. So if we were 10 verus 10 we now are 10 versus 9. If the player is sent off before he can finish his kick another shooter from his team could step up as long as that shooter has not shot or all others have.
It is theoritically possible for a team to be reduced to only one shooter if the send offs were required for every other player . The FACT is KFTPM are NOT part of the match where we would only continue with 7 player minimum. This is a method used SOLEY to achieve a needed result! Your job is to record and report all misconduct. If a team was to be so pathetic as to do this as a way of getting their best PK takers to the spot the disciplinary committee of your league wil decide upon further sanctions. Cheers
