Kicks From The Penalty mark 5/18/2006

Had a shootout last night. We were up by one with one girl on other team to shoot. She took shot that went wide before ref blew whistle to indicate goalie was set.

I believe the game was over as she shot and missed (even though refs/goalie were not ready). However, ref allowed her to re-set and shoot again and she scored to push us into sudden death shootout.

What is the right call?

HI mike,
this is a sore spot with me simply because I see no reason to allow a retake yet in strict law it is 100% correct.
I know that when I conduct PKs in a match or we are in KFTPM after the game I will caution any player who jumps the gun IF I was to retake. It is because the message I deliver at the start is so utterly clear a player HAS no business doing anything except awaiting my whistle to begin. I also think I said it was ok to begin when they do shoot and miss a silent whistle in my mind was being blown.

QUOTE LAW 14 PEnalty Kick
"Position of the Ball and the Players

The ball: is placed on the penalty mark.
The player taking the penalty kick: is properly identified.
The defending goalkeeper: remains on his goal line, facing the kicker, between the goalposts until the ball has been kicked.

The Referee does not signal for a penalty kick to be taken until the players have taken up position in accordance with the Law;
decides when a penalty kick has been completed.

If the referee gives the signal for a penalty kick to be taken and, before the ball is in play, one of the following situations occurs:

The player taking the penalty kick infringes the Laws of the Game:
the referee allows the kick to proceed.

if the ball enters the goal, the kick is retaken.

if the ball does not enter the goal, the referee stops play and restarts
the match with an indirect free kick to the defending team. "

The Law says one thing and the Spirit of the Game says the opposite. The kicker took the opportunity to shoot when the keeper was not set. She cheated. She missed, what goes around comes around. Next shooter.

This is NOT the answer in Law. A referee doing this is not supported in Law. BUT, this referee would find selling this decision way easier than doing it properly, caution for unsporting behavior, do it again.

Me, I'll take the easy way every time, including when an assessor is watching because I signaled, didn't you hear? Oh yeah, if she finds the net, we're doing it again and we're getting out the yellow wall paper.

I agree with my collegues. After all, I did give a signal. the shooter saw it and the keeper didn't. Next shooter up! If she makes it, yellow card and we do it again.
