Kicks From The Penalty mark 5/18/2006

I was watching a Fellow referee officiate at a cup tie tonight . The match went to to penalty shoot out. With the score at 5 -4 a player took a penalty that rebounded off the crossbar and came back out and hit the goal keeper before crossing the goal line. My friend who was refereeing did not award a goal as he said that when the ball came back off the cross bar the ball stopped being in play . When speaking to him after the match I said that I would have allowed the goal to stand. Can you tell us whether the goal should have stood.

Hi Stephan,
while it does say a referee decides when a Pk is over the law also states that a goal is scored if the ball deflects off crossbar post AND/OR the keeper. I too would have waited. I too would award the goal. Cheers

the ball touches either or both of the goalposts and/or the crossbar, and/or the goalkeeper" end quote

The referee decides when a pk has been completed. The laws also say that "When a penalty kick is taken during the normal course of play, or time has been extended at half-time or full time to allow a penalty kick to be taken or retaken, a goal is awarded if, before passing between the goalposts and under the crossbar: the ball touches either or both of the goalposts and/or the crossbar, and/or the goalkeeper" In my opinion, I would have allowed the goal. To me this kick was not over. As Always,

The ball is dead when all the energy imparted to it by the kicker has dissipated. Clearly, that's not the case here. I agree with my fellow referees. I'd award a goal.
