Question Number: 12900Kicks From The Penalty mark 5/27/2006RE: Rec Professional ian ross of vancouver, BC Canada asks...During kicks from the penalty spot at the end of overtime to decide a winner,if the ball rebounds from the goalkeeper is it considered to be still in play or is the play over once the goalie makes the save? Answer provided by Referee Richard Dawson Hi Ian, KFTPM (kicks from the penalty mark) are DIFFERENT than a PK taken in regulation time where the ball is in active play AFTER a shot is taken and the rebound off the keeper is in fact available for the shooter to have another go. NOT so in the shootout only the momentume of the ball after it is kicked can cause the ball to go under the crossbar between the posts. On its way into goal the ball touches either or both of the goalposts and/or the crossbar, and/or the goalkeeper we have a good goal! NO second opportunity is granted. In fact to take that liberty might get you cautioned or even sent off as you could injure the keeper off a ball that SHOULD not have been shot at him. Cheers

View Referee Richard Dawson profileAnswer provided by Referee Ben Mueller The kick is over when the referee decides it is over. If the ball rebounds from the keeper or post and bounces in goal, I would allow the goal. Once the keeper demonstrates control, then kick is over. As Always,

When a penalty kick is taken during the normal course of play, or time has been extended at half-time or full time to allow a penalty kick to be taken or retaken, a goal is awarded if, before passing between the goalposts and under the crossbar:
the ball touches either or both of the goalposts and/or the crossbar, and/or the goalkeeper.
End Quote.
This includes Kicks from the Mark because of this statement in the Laws of the Game:
Quote:
Unless otherwise stated, the relevant Laws of the Game and International F.A. Board Decisions apply when kicks from the penalty mark are being taken
