Kicks From The Penalty mark 5/28/2006

J Gardner of Houston, Tx USA asks...

In taking PK's to determine a winner after overtime, one team uses an illegible player to take the PK. What is the disciplinary procedure for the infraction? Does the team forfeit the win? (if applicable)

First, they aren't "PKs". They're kicks from the penalty mark. If there's an illegible player it's the referee's fault. Only the players that were on the field at the end of regulation and extended time are allowed to take the kicks. I'd have to know some more details as to why this player was "illegible". There should be no disciplinary sanctions and only the tournement committee or other appropriate officials could decide if there's to be a forfeit. That's not under the referee's purview.

That is why the referee should not allow intermingling of players and substitutes after the match ends. The players on the field are the ones to participate in kicks from the mark, no one else is permitted. If the referee allowed others on the field he must report his failure to keep those eligible from the rest of the world. His fault. The leagues protest and discipline committee needs to come to a decision on this one.
