Question Number: 13007Kicks From The Penalty mark 6/11/2006RE: Adult Kitten of Phoenix, AZ US asks...This question is a follow up to question 13000 I am a new fan of soccer, I would like to know how a match can end in a draw(tie)? In the world cup who wins in the draw ,and how is that determined? Thank you Answer provided by Referee Chuck Fleischer This is an incredibly difficult concept for most new guys to The Game, especially if you come from someplace where drawn matches are nearly impossible.
Law 10 defines the method os scoring and how a match is won or drawn. Further in the Laws of the Game is a page outlining how the winner of a match, should it be required, is determined. The first thing is extra time, two periods of 15 minutes, then Kicks [each and alternating] from the Penalty Mark and if no winner runs out then alternating kicks until a winner is determined.

View Referee Chuck Fleischer profileAnswer provided by Referee Richard Dawson Hi Kitten, The World cup has preliminary rounds, 8 groups of 4 teams where in each group the teams play each other once. The total of three matches played per team all which could be drawn in that a winner is not yet required, are a cumulative point format based on wins draws and goals for and against until after all three matches have been played. At this stage of the competition it is possible for a team to move on by the drawing of lots if the point value between the 4 teams participating are tied! Only two teams from each group will move on to the next stage of competition of 16 teams. It is at this stage where matches will be played until a winner emerges after each meeting between two teams . There will be 8 matches with 8 winners then 4 matches with 4 winners then 2 matches with 2 winners as only 4 teams are left at this point. After this there will be two teams who lose will play once more for 3rd and 4th place. The two remaining winning teams will play the FINAL game for the ultimate prize in soccer The World Cup an event that only occurs once every four years.
Each match is comprised of two 45 minute halves played to full time. There is a provision to make up anytime lost during each half at the discrestion of the referee. 1 to 3 minutes are fairly common but in certain cases as much as 5 or more depending on circumstances of say a serious injury where care had to be taken in treating and removing a hurt player.
Once the final whistle goes to end the fulltime 90 minutes, including the made up time the match is tied we are headed into a 1/2 hour match of two equal halves of 15 minutes apiece called Extra Time. This extra time match also can have lost time made up in each half. It is the same as the first 90 minutes there must be 30 full minutes played !
After Extra Time has been completed if the two teams are still tied we go into the shoot out known as Kicks from the Penalty Mark (KFTPM) to finally determine a winner.
Only the 22 players on the field of play at the end of the Extra time can participate. If one team was reduced to say 10 men during play then the other team will also reduce their team to 10 for the KFTPM. The players shooting may only shoot once until all players from each team have had an opportunity before a second chance could occur.
Initially 5 players from each team take alternating shots from 12 yards away against the opposition keeper trying to score a goal. During these 10 shots at goal, 5 apiece the ball will enter the goal or it will not by being saved or missed. The team that scores the most goals out of 5 opportunities will win.
IF the match is still tied after each team has made the 5 shots we are into the last stage of the shootout, Sudden Death! It is here the teams will each take a 6th shot . If one team scores and the other misses the match is over. If both teams score or both teams miss we take a 7 th shot then an 8 th shot until one team scores andthe other team does not. Equal opportunity but a single shot will now determine the winner. It would be dificult to imagine the unboundless joy a winning goal would produce or the pain and despair a miss could leave. Cheers
