when a game goes to penalties what happens if one team has had a player sent off and the shoot out goes to ten each does the other team win if the last remaining player scores from his penalty as the other team has no more eligble players to take one

Michael there is a provision for this in the Laws, before the kicks from the mark begin the captain of the side having more players must reduce the number of his player to be equal to his opponents.

As Ref Fleischer states, at the beginning of kicks from the mark, the team with more players must reduce to equate. But your premise is still wrong. Suppose 2 players from team A are sent off during the kicks and now it's 10 versus 8. You still line up player against player and if kicks continue to 10 or 12 the team with fewer players simply will have players taking a second kick before the team with 10.
