Question Number: 13482Kicks From The Penalty mark 8/14/2006RE: Rec Adult Ron of Miami, FL USA asks...We recently played a game that ended in a tie and went into shootout. My PK was blocked by the goalkeeper; I did not realize the goalkeeper had moved forward off his line (as I never look at the keeper while I'm shooting) and the linesman did not give any obvious signal. I turned around and took a step back towards midfield when I heard the linesman tell the ref that the goalie had moved. I immediately asked to retake the shot but ref informed me that since I had turned around and began walking away, it was too late to request a retake. I don't see anything in Rule 14 regarding this. Was this the proper decision by the ref? Answer provided by Referee Chuck Fleischer No, the referee may overrule the assistant's advice but he may not do so by making up new Law as he did in this case. Law 14 clearly requires that if the Law in infringed in the Law in this way the kick is retaken.
The goalkeeper infringes the Laws of the Game:
the referee allows the kick to proceed.
if the ball enters the goal, a goal is awarded.
if the ball does not enter the goal, the kick is retaken.
