Kicks From The Penalty mark 8/21/2006

Steve Alexander of Sydney, NSW Australia asks...

In the Quick Whistle quiz there is a question about changing an injured goalkeeper for a substitute. My understanding is that only the 11 players finishing the match can take part in the penalty shoot-out, therefore a substitution of the injured goalkeeper is NOT permitted.

An outfield player who finished the game may replace the injured goalkeeper but not a substitute from the bench.

Am I correct? I'm looking to join the panel so I hope so.....

Steve, there is this caveat listed in Procedures To Determine The Winner Of A Match:

A goalkeeper who is injured while kicks are being taken from the
penalty mark and is unable to continue as goalkeeper may be
replaced by a named substitute provided his team has not used the
maximum number of substitutes permitted under the competition
rules

This is the only exception. If a keeper is injured during kftpm, he may be substituted for by a substitute other than those on the field if such a substitute exists.

Injured keeper in kicks from the mark can be substituted for by a bench player. This is a loop hole to the kicks from the mark.
