Question Number: 15035Mechanics 3/23/2007RE: Rec Under 9 Chris of Hendersonville, tn Sumner asks...what is the two-touch rule? Answer provided by Referee Richard Dawson Chris two touch rule??? As a tactical training program it refers to one touch for control one touch to pass or shoot where a player only contacts the ball twice. In LAW a referee has to monitor the number of times a player including a keeper might violate the criteria by which a second touch of the ball either by any touch or just a use of hands by the same player who first touched /kicked the ball would be penalized as a technical infringment. On any free kick restart including a throw in or PK the player taking that kick is not permitted to touch ot play that ball a second time until some other player has been in contact with the ball. Law 8, 11, 12, 13, 14 , 15 , 16 &17 all relate this fact from kick off to pk to indfk or dfk, cornerkick or goal kick. The keeper has additional criteria that apply soley to his use of hands inside his penalty area. cheers
