Question Number: 15827Mechanics 6/19/2007RE: Select Kris of Erie, PA USA asks...I have a couple of questions concerning penalty kicks and kicks from the mark to declare a winner.
The first question is during the taking of a PK is the player allowed to fling his shoe off his foot during his run to the ball then take the PK while the keeper glances at the shoe. I told the person this was not allowed and to caution the kicker for USB and a retake of the kick. I also said if this took place during KFTM the goal would not be allowed and next kicker is up.
The second question is at the end of KFTM is a whistle required to announce the end of the game once it is clear that a team has scored more than the other team could score with the remaining players? Answer provided by Referee Chuck Fleischer The Law clearly states after signalling for the kick to be taken and the Laws are infringed by the kicker or kicking team and a goal is scored we rekick or if a goal is not scored we have used our chance at a fairly taken kick. The referee stops play and awards an indirect free kick to be taken from where the infringement happened. Throwing a boot is an infringement of the Laws of the Game. In fact the player infringes two Laws, Law 4 and Law 12 but in this case the referee is well served to combine the two offences into one unsporting behaviour booking.
By-the-way Kris, you are to be commended for using correct terminology, penalty kicks and kicks from the mark. Well Done! You are a Prince among Men!!

View Referee Chuck Fleischer profileAnswer provided by Referee Gary Voshol Regarding blowing the whistle, the game was over before Kicks From The Penalty Mark (KFTPM) began. So there's no need to sound it again when the Kicks decide the winner.
One might also regard the flung shoe as an attempt to strike or kick the keeper. As it's done before the ball is in play (before the kick is taken and the ball moves forward) it is pure misconduct, not a foul. Allow the kick to continue, and see what happens. If the ball goes in the net, it's a retake. Anything else, an IFK outbound (in KFTPM, a miss). Caution or send off the shoe flinger as appropriate to the velocity of the fling.
