When stoppage time is announced, is that the minimum or maximum amt, excluding any additional time that may be added while stoppage time is being played?

MINIMUM. As you will hear announced at EPL games, "The referee has indicated a minimum of 3 minutes stoppage time". This can extend to whatever the referee sees fit, and stoppages in stoppage time will be added on too.

Allowance for time lost may be made at the end of each period of play. It is at the referee's discretion and is usually a minimum amount. though some referees consider it an approximation.

Stoppage time can be expanded if the referee believe that the amount of stoppage time needed to satisfy a full half has not been met, even within the stoppage time itself.
