How does an Assistant Referee show that there is a subsitution?

Once the substitute has reported to you he is ready to enter for a specific player you wait for a stoppage, make eye contact with your referee, raise the flag [held in both hands] over your head. When the referee sees this signal he knows there is a substitute waiting to enter. If he delays the restart you run to the halfway line make a final check of the substitute's uniform and credentials and supervise the event as per the referee's prematch instructions. When the referee signals permission to enter you allow the substitute to enter. You never, repeat NEVER, allow a substitute to enter without the referee's permission UNTIL the referee establishes, DURING a substitution, that he chooses not enforce Law 3. At that point it is his match, his decision and his reputation -- and you assume the assist don't insist mode of doing your job.
