Question Number: 16651Law 3 - Number of Players 9/12/2007RE: Rec Under 13 Fred Fontanilla of Milpitas, CA USA asks...What is the rule on using cell phones in the technical area? Answer provided by Referee Gary Voshol Prohibited. That was covered in one of FIFA's Q&A documents.
Although a referee would certainly use discretion. Perhaps the trainer is a doctor who must remain in contact with the hospital/practice in case of emergencies. If he receives a cell phone call from his service, we should not object.

View Referee Gary Voshol profileAnswer provided by Referee Steve Montanino This is not permitted by all 3 of the codes used in the United States. Technically speaking, it's only illegal to use the phone for coaching purposes. However, it must be assumed that this is what the phone is being used for when its in use.
However Ref Voshol makes a good point, there are times when the referee should use common sense and permit the use of the phone, but only in those rare cases.
