It depends. As few as one, as many as 5. Some games are single referee games, most are 3 man diagonal systems, and sometimes, in the really big leagues, like the World Cup, they have a referee, 2 assistant referees, a fourth official and a reserve AR.

There could be 1 or 2. In the majority of games there is 1 referee and 2 assistant referees (formerly known as linesmen). When you see this it is known as the "diagonal system of control".

On some occasions you will get 1 referee who has no other help. I'm not sure if there is a technical name for this system, but I usually call it the "one man" system (go figure.)

In certain college games and nearly all high school games in the USA there are 2 referees with no assistant referees. When you see this we call it the "dual" system of refereeing.

Don't forget the several dozen to many thousands of "wanna-be referees" on the sidelines and in the seats. It seems that in any game, there's someone watching who knows what the calls should be better than the assigned referee crew.
