Question Number: 21340League Specific 5/14/2009RE: Rec & Select Under 17 Peter Grove of Middlesbrough, North Yorkshire England asks...This question is a follow up to question 21114 The FIFA Statutes (Regulations Governing the Application of the Statutes & Standing Orders of the Congress) May 2008 edition, guarantee that the changes agreed on at each years IFAB AGM are to be implemented later the same year. Article 20 of these Statutes, entitled 'Amendments to the Laws' states: "1. FIFA shall notify its Members of any amendments and decisions regarding the Laws of the Game within one month of the ordinary annual meeting of IFAB. 2. The Members shall enforce these amendments and decisions no later than 1 July following IFABs annual meeting. Exceptions may be granted only to Members whose football season has not terminated by this date." Further confirmation is to be found in FIFA circular letter # 1187 which was sent to all member associations. Selected extracts as follows: "The 123rd Annual General Meeting of the International Football Association Board (IFAB) took place in Northern Ireland on 28 February 2009.' 'The decisions of this year's Annual General Meeting of the Board regarding changes to the Laws of the Game are binding for confederations and member associations as from 1 July 2009."
