View Referee Joe McHugh profileAnswer provided by Referee Dennis Wickham Coach: The laws say that the referee must add time for unusual delays caused by injuries, cautions, substitutions etc. How must time is entirely up to the referee's discretion. Moreover, the referee may indeed add more time for such reasons that occur during added time. This is why the public announcement of added time is the referee has indicated 'at least' X minutes of additional time. Except in high school and college, the clock or watch doesn't actually stop. Referees simply consider how much time to add to a running clock. (Some devices used by referees allow them to monitor added time, but most simply use their experience to gauge what is appropriate.)
