The referee has always acted as the sole timekeeper and older Laws stated that the referee
"" should allow the full or agreed time adding thereto all time lost through accident or other cause.""
In the great re -write of the Laws in 1997 this was changed to
'Allowance is made in either period for all time lost through:
# substitution(s)
# assessment of injury to players
# removal of injured players from the field of play for treatment
# wasting time
# any other cause ''
