Can I take an RSL referee training course if I am 13?

Hi Anna
According to Arizona State Referee Administration the minimum age is 13

So the answer is yes if you are aged 13 at the date of application.

In my part of the world the minimum age is 16 to undertake a referee course.

Hi Anna,
good for you , having the courage to to become more involved in soccer and learning the LOTG will be usefull, whether or not you decide to referee or play, hopefully to do both.
When I coached teams , I made it a prerecquiste for any travel or elite team to take the basic referee course to be able to be the center circle is different than when you watch as a spectator or feel as a player. I felt it gave them a sense of the diffiulties an official has in mnanaging a game as well as give them knowledge, so as players knowing the LOTG they can use it to make better tactical deisions.
