League Specific 11/30/2005

RE: REC/School Adult

Andre Gabriel LaBouyer of Sutter, CA USA asks...

If you have an unruly crowd, and decide to give a yellow card warning to the offending bench, what happens if you are later required to give a red card to the same bench due to further unsporting behavior..Specifically... what is the consequence- do they pull a player off of the field..Thanks,..Andre Gabriel LaBouyer

Answer provided by Referee Chuck Fleischer 11/30/2005

You say the level of play is Rec/School. That leaves me to guess if you are USSF Affiliated, AYSO, City League, Middle School, High School, College and each has its own instructions on this happening. ..First is USSF or International Laws of the Game. No cards are shown to the bench personnel or technical staff. If their behavior is not responsible or brings The Game into disrepute they are expelled from the field and its surrounds. ..In High School played under the National Federation of State High School Associations Soccer Rules cards may be shown to the bench personnel. If it is red the person you show it to leaves. If there is no assistant or school administrator the match ends. ..For CYSA competition no cards are shown because it is a USSF Affiliate. CYSA By-Laws do say this in paragraph: ..3:08:03 Coaching from the sidelines, giving direction to one's own team ON points OF strategy AND POSITION, IS permitted provided: ..A. NO mechanical devices ARE used. ..B. The tone OF voice IS informative AND NOT a harangue. ..C. NO coach, substitute, player, OR spectator IS TO be anywhere but AT his/her bench area during the game. A teamÕs bench area.shall be that area one (1) yard FROM the touchline AND extending TO ten (10) yards, one way, FROM the half-line ONLY. ..D. NO coach, substitute, player OR spectator IS TO make derogatory remarks OR gestures TO the referees, other players, substitutes, OR spectators. ..E. NO coach, substitute, OR player IS TO use profanity. ..F. NO coach, substitute, player, OR spectator IS TO incite, IN ANY manner, disruptive behavior OF ANY kind. ..The penalty FOR the above shall be ejection FROM the game AND disciplinary ACTION will be taken by the Board OF Directors OF this Association. ..Never IS a player removed because OF the behavior OF a spectator, the spectator IS removed, the coach IS removed OR the MATCH IS abandoned. The discipline OF spectators IS separate FROM the MATCH participants, be they ON the field OF play OR ON the team's bench. Players are removed from the field of play or the team's bench because OF their improper behavior. ..Regards,
