In a penalty shoot out when a team has had a player sent off what would happen if it came round to the sent off players penalty assuming the two teams were level would the team with ten men win by default

A Law change, effective 7/1/00, now mandates that in this situation, the team with more players remove as many players needed to equalize the number before the kicks begin. Before this change, when the last player on the short sided team had taken his kick, the team began again (in any order), while the other team continued until they all had kicked, and then they began again.

Exactly right. The team with 11 men drops one of its players (presumably the worst kicker of the bunch) and the two teams continue on with 10 players each during the kicks.
