Question Number: 18956

Law 4 - Players Equipment 5/1/2008

RE: select Under 15

smith of atl, ga usa asks...

Ref allows defender with a padded cast to play in soccer game. Week after the game, the losing team 0-4, wants winning team to forfeit the win because of the player with padded cast. The coach was allowed to play the player by the ref. What now?

Answer provided by Referee Richard Dawson

Unless this is SPECIFICALLY addressed in the league by laws as not allowed a referee's opinion on facts of play and whether safety is an issue is his match, his decision, his reputation and is undisputable. The first result 0-4 will likely stand unless the league by laws state otherwise. Referees need to be aware there ARE by-law policies within specific leagues where casts are NOT permitted and this could result in a match result being tainted. Not a guarantee it will be replayed but certainly a possibility.
Cheers

Ref Contarino will no doubt confirm that the Georgia State Youth Soccer Association rules do not allow casts. The referee has misapplied the rules of the competition, which makes the results of the game protestable. The league would decide whether the protest had merit, whether the player with the cast contributed to the results of the game, and what the remedy would be. The remedy could be a forfeit, if they decided the player with the cast was effectively a player not properly on the roster. My vote, if I was on the appeals panel, would be to have the game replayed. It could be a very interesting situation if by the time of the replay, the player no longer needed the cast!

Since you are in Georgia, this is absolutely forbidden by the GYSA! No casts are allowed. Period. This referee failed miserably by not adhering to the rules as put forth by GYSA. Furthermore, had any player been injured the referee would and should be sued. That said, I don't know if this could result in a forfeit. The losing coach would have to submit a protest to the local League and might want to contact GYSA for a ruling. A case could be made that the losing coach could have refused to play the game
