When violent conduct is committed (as in the case above) and both players are totally off the field of play the match should be stopped, the criminal sent-off and shown the red card, and then the match is restarted by a dropped ball where it was when play was stopped.

View Referee Steve Montanino profile Answer provided by Referee Keith Contarino Since this is misconduct committed by a player against another player off the field of play while the ball is in play, if the referee stops play to deal with it, the restart is a dropped ball at the spot the ball was subject to the special circumstances of Law 8.

View Referee Keith Contarino profile Answer provided by Referee Gary Voshol Steven, are we absolutely sure that the tackle takes place off the field? Is there any doubt? Maybe just a little tiny bit of the player is on the field?
I ask this because of the difference in restarts. On the field it's a direct free kick or a penalty kick. If off the field, the restart is a dropped ball. Quite a difference, isn't it?
In either case, on or off the field, the tackler is sent off for the excessive force used. If on the field and going for the ball, it is serious foul play. If away from the ball, or if off the field where there is no possibility of this being part of a normal play, it is violent conduct. This may make a difference in the length of a suspension or any fine for the sent-off player.

View Referee Gary Voshol profile Answer provided by Referee MrRef In response to a request for clarification regarding the restart of play given the facts of an incident such as this. If a player leaves the field and engages in violent conduct off the field during play the correct restart of play is Indirect Free Kick where the ball was when play was stopped. The reference for this is the Additional Instructions and Guidance section of the Laws of the Game, page 121.
