Law 17 - Corner Kick 5/14/2008

Tom of Midland, MI USA asks...

Corner Kick. In a recent girl's HS game I watched as a blue player placed the ball on the goal line about one foot outside the corner arc. I was trail ref in a dual team, but had moved up field to observe the CK. Without saying anything, I allowed the keck to proceed, but immediately called for a goal kick, thinking that the blue player had deliberately placed the ball closer to the goal. Both my partner and the blue coach questioned my decision, stating later that I should have ordered a rekick, but play
continued. Upon reviewing the Rule 17 later on, I agree that a rekick would have been the correct call--or that I should have called for correct ball placement in the first place. Any thoughts?

My thoughts, aside from the fact I dislike the dual system ?
Stop the restart have the ball repositioned properly. A restart from an incorrect position is not according to proceedure the ball is in fact not in play,although one could decide if it is trifling but for any other infringement:
• the kick is retaken

The committee of referees managing the match should have stopped the match and discussed the placement of the ball and come to an agreement as to the correctness or incorrectness of the ball's placement. Further the committee of referees should have voted to either correct the ball's placement before the kick was taken, retake the corner kick or voted not to intervene in the first place. If the vote was a tie, given due deliberation and referral to subcommittee for any discussion, the head referee would have assumed responsibility and made a decision on his own [heaven forbid].

This is one of the main reasons the dual system of referees is an affront to Football as a whole and specifically to the players in that match who deserve better... Let's see, any thoughts -- hmmm, Aha there's one know the Laws of the Game [HS Rules] dead bang cold and enforce them to the letter. Of course you really knew what we were going to say didn't you?

Under what possible mechanism would you call a goal kick? The ball did not cross the goal line last touched by the attacking team.

You sir are in danger of becoming what is known as a "Gotcha" referee. This beast looks for an offense, and when found gleefully blows his whistle, shouting, "A ha! Gotcha!" The panel's distaste (mine included) with the dual system aside, this is a breed of referee that, well, should not be allowed to breed.

What would it have harmed you to remind the player, "The ball must be on or inside the arc." Unless the ball is properly placed, the restart has not been properly taken, and must be repeated.
