Question Number: 21550Law 3 - Number of Players 6/16/2009RE: Travel Under 13 Philip Loweecey of Amherst, NY US asks...On a penalty kick (during regulation time), can the defending team switch goalkeepers with a player on the field? Thanks. Answer provided by Referee Keith Contarino Unless your League has some rule against it this is always allowed. For that matter, even at kicks from the penalty mark the keeper may be switched for any of his teammates that are participating in the KFTPM phase.

View Referee Keith Contarino profile Answer provided by Referee Gary Voshol A goalkeeper switch with a field player is not a substitution, so any substitution restrictions do not apply. It would be the rare league indeed that had any rules about it, as many league rules committees don't include referees. They wouldn't have thought about the situation.
