I am a new ref this year and I am also very small so the jesy is really big and so are the shorts and i have them in the smallest size they come in. I was just wondering if its required to wear offical ref shorts or if i could use a pair of my own black shorts that actually fit.

You can wear any all-black shorts that fit. OSI is an sponsor of the US Soccer Referee program, but its gear is not mandatory. For new referees, it is more important that you are comfortable and look professional.

But, people will notice (unfavorably) if the shorts have stripes or markings other than a manufacturer's logo. Many boys wear basketball-style shorts that are too long to be seen as professional. Some girls have the same issue with volleyball-style shorts that are cut too short.

Finding a smaller jersey is harder. Some end up having the jersey tailored to fit.

Welcome to refereeing and best wishes for the future.
As Referee Wickham states it is important to look professional. Poorly fitting garments do not help nor are they comfortable.
I would find a correctly sized pair of shorts that are black with no markings and they will be fine. It may be worthwhile if the shirt is very large fitting to bring it to a local alteration service for sizing. For the few dollars charge it would be money well spent.
