Kicks From The Penalty mark

Jessica Hixson of Burlington, On Canada asks...

I had a soccer tournament this weekend. Our team got to the finals and we ended up having to go to shoot-outs. We were both tied with 2 goals on each. The other teams player went up to take her shot. Our goalie was getting ready and the referee never blew his whisle but the other teams player shot. She got it in but the ref never blew his whisle. She got another chance to take a shot and also got it in. The other team won, but I was just wondering, shouldn't the other team have gotten that goal so it didnt count because the ref wasn't ready and neither was our goalie. I was just wondering what the rules of shoot-outs are.

Jessica the Laws are written so a signal must be given before a penalty is taken. That signal is usually the whistle. In this case there was no signal, do it again. That is what Law 14 - The Penalty Kick requires. ..Regards,

It is amazing how many people will kick before they are supposed. If they do this it is as nothing has happened and they must wait for a signal.
