The referee can report the coach and/or ask him to leave the vicinity of the pitch, but he cannot show any cards to the coach unless he is a substitute or a player that has been substituted. .The red and yellow cards are only shown to players, substitutes or players that have been substituted.

James the answer to your question applies ONLY to NFHS High School Soccer in America. The answer is YES! The referee can show the yellow or red card to a coach, in fact it's REQUIRED. Not only that but if play is stopped to deal with the gent the restart is indirect free kick to the nonoffending team at the spot of the ball. ..Regards,
