Jorge the Law that's violated is Law 12 not 13. This is a continuation of play not the restart of play. Law 12 mandates handling the ball deliberately (except the goalkeeper in his own penalty area) is a direct free kick offence. ..Regards,

If the keeper handles the ball outside his penalty area, and the referee does not consider this to be trifling, the restart is a DFK for opponents

A goalkeeper handling the ball anywhere outside the penalty area is punished with a direct FK for the opposition. An outfield player obviously cannot handle anywhere on the field..Regards,
