How many players are allowed to be involved in the drop ball situation, either team, fifa rules,thanks!

Anywhere from zero to 11 players from each team may partcipate.

No player is required to participate and theoretically ALL the players may participate.

Let me add to the sage advice from my colleagues that a dropped ball does not require a player from each team to be present. It can be done that way, if it is the fairest thing to do, but it is not required. All that is required is that the referee drop the ball at the appropriate place and that the ball touch the ground. At that moment it is in play and may be played by any player.
