If a goalie crosses goaline but the ball does not is this a goal?

Answer provided by Referee Richard Dawson

The position of the keeper has no bearing during ongoing play, ONLY the ball must completely cross the goaline inbetween the posts and under the crossbar.

Only the position of the whether the ball is in play or not is taken into consideration. Where a player is (on the pitch or off) has no consideration.
