What is the present rules to determine who is the winner when a tied soccer game goes beyond the 90 minutes (extra time)?

Answer provided by Referee Chuck Fleischer

Extra time is specified in the Laws of the Game as two periods fifteen minutes in duration. If the match remains drawn after the extra thirty minutes then the winner is determined by kicks from the penalty mark.

In the "knock out" games, 2 15 minutes halves are played. If after 30 minutes the match remains drawn, match proceeds with kicks from the penalty mark. As Always,
