Goalkeepers aren't allowed to control the ball more than once with their hands. What is the rule then for keepers who bounce the ball before punting it downfield?

A goalkeeper either bouncing the ball on the ground or throwing it up in the air is still considered to have control of the ball. This is a FIFA ruling and has been so for many, many years.

Thats ok. Laws say that they can bounce it or throw it up before punting.
