Question Number: 14994Law 15 - Throw In 3/16/2007RE: Adult Tom of London, Surrey UK asks...What is the rule, when a player takes a throw in and the ball does not come into play. The player tries to throw the ball as far down the line as possible, but in doing so the ball never crosses the line.
Should it be classed as a foul throw? Answer provided by Referee Debbie Hoelscher If it never breaks the plane of the touch line on the way into the field of play, then the ball has not been put into play. There is nothing here that infringes Law 15. However, if, in the opinion of the referee, the thrower is doing this to delay the restart of play, then it could very well be considered a misconduct.
