Question Number: 15138Law 9 - The Ball in and out of Play 4/9/2007RE: Competitive Under 15 Rob Johnson of Folsom, CA USA asks...If there is a penalty that occurs to the offensive scoring player who is within the 18-yard box, before/while (or even immediately after) successfully scoring a goal, could there be a penalty kick awarded? In other words, a "2-point" play opportunity, akin to basketball? Answer provided by Referee Richard Dawson No Rob, we can apply advantage and allow the goal for the before or while part if there was a foul in progress. If there was a reckless or excessive element within the foul we can still punish the offender after the goal because we have until the next stoppage to do so. The restart will be a kickoff after the caution show yellow card or send off show red card is shown
Once the goal is awarded ANY action against that player would only be misconduct and punished as to its nature, usb cautionable show yellow card or as VC send off show red card.
Cheers

You cannot award a goal and allow play to resume with a penalty kick. You can punish actions with yellow and red cards, but you cannot change the proper restarts for any reason.
