If there is a penalty that occurs to the offensive scoring player who is within the 18-yard box, before/while (or even immediately after) successfully scoring a goal, could there be a penalty kick awarded? In other words, a "2-point" play opportunity, akin to basketball?

No Rob,
we can apply advantage and allow the goal for the before or while part if there was a foul in progress. If there was a reckless or excessive element within the foul we can still punish the offender after the goal because we have until the next stoppage to do so. The restart will be a kickoff after the caution show yellow card or send off show red card is shown

Once the goal is awarded ANY action against that player would only be misconduct and punished as to its nature, usb cautionable show yellow card or as VC send off show red card.

There cannot be any such '2 point play', so to speak. Once a goal has been scored the next restart MUST be a kick-off. You cannot award a goal and allow play to resume with a penalty kick. You can punish actions with yellow and red cards, but you cannot change the proper restarts for any reason.

Because play stops when a goal is scored and a specific restart is demanded in the Laws it is impossible for this to happen.

Lets see, you want a goal AND a penalty kick? Not in soccer. Play stops when either the whistle is blown for the foul (no goal) or for the goal (no penalty kick).

No. If it happens before the goal, then advantage has been applied. If it happens after the goal, then it is misconduct and the restart is still a kick off.
