Question Number: 15177Law 13 - Free Kicks 4/14/2007RE: amatuer Adult phil of Dundee, uk asks...if after you award a direct free kick you tell the team to wait you blow the whistle as a signal to take the free kick and as you are marching the defensive wall back the 10 yards, another player runs up to the ball and shoots at goal.You order a re-take and caution the player who shoots at goal, what would you caution him for? i seen this one on telly!!! Answer provided by Referee Steve Montanino I suppose it depends on the context of the situation. I could see it for either unsportng behavior, dissent, or delaying the restart of play.
Most often I say this one falls under delaying the restart of play because you now have to take additional time to set up the free kick again.

View Referee Nathan Lacy profileAnswer provided by Referee Chuck Fleischer There are two reasons why a player chooses to do this. First, he didn't hear or see the wait for a whistle signal. [delays the restart] Second, he sees an opening to take a goal and does, he cheats. [unsporting behaviour].
