In USSF Youth Soccer, are substitutions permitted during Free Kicks?

That answer depends upon your local leagues rules!

I know US Youth Soccer's state, regional, and national championships have gone away from the specified sub times and reverted back to the laws of the game's position of sub on any stoppage (including free kicks). However, I can tell you that the major youth travel league in my area still regulates subs to goal kicks, half-time, team's own throw-in, and injuries.

So you'll want to check the rules of competition for the league you're working.

DEPENDS on the local association here. Most of the time, NO. Usually on throw ins (in favor), goal kicks, before a kick off, and for an injury.

Here is what the latest USYSA rules for players and Playing Rules. Policy 12-1-06, has to say:

Rule 302. SUBSTITUTIONS

Section 1. Except as provided by USYSA or its State Associations, substitutions shall be unlimited except where specified otherwise in the rules and regulations for a special competition.

Section 2. Substitutions may be made, with the consent of the referee, at any stoppage in play.
