Answer provided by Referee Ben Mueller The keeper can handle the ball deliberatly only in penalty area. This is the only advantage keeper has over other players. He is treated as a regular player any where else on field. Each team must have a keeper that must wear a shirt that distinguishes him from other players and referees.
