Roger of Alpharetta, ga USA asks...

The goalie picked up a ball that was rolling into his area. He bounced it 2-3 times while moving toward the line to punt the ball. An opposing player came from behind him and gained control of the ball from the gound during one of the bounces and scored.

Is this a legal score?

For one year, and one year only, FIFA Q&A allowed a player to try to intercept a ball while the keeper was bouncing it. The next year the answer was changed, without comment, to, "No."

Play should have been stopped, and the goalkeeper given an indirect free kick because the opponent was interfering with the keeper's attempt to put the ball back into play. If the referee felt that there was any contact or potential contact, the kick would be direct for (attempting to) kick the goalkeeper.

The player is not permitted to do this as it is considered interfering with the goalkeeper while he releases the ball into play. That means the referee should stop play and award the goalkeeper's team an indirect free kick.
