Question Number: 15329Law 12 - Fouls and Misconduct 4/30/2007RE: Rec & High School Adult Ali of Rowlett, TX USA asks...After a cornerkick was played, an attacker and the G. Keeper went up to play the ball. Both players ended up on the ground with ball in the keeper's hands. I did not see a foul commited on either player, but the keeper thought otherwise. The Keeper got up first with the ball in his hands and proceeded to kick the attacker on the ground, the keeper pulled back his kick but yet still made contack with the player on the gound. I blew the whistle and awarded the attacking team a PK, no cards were issued. Was that the prober call? and if not, what would be the right call and action? Thanks; Ali Answer provided by Referee Gary Voshol The only foul you saw was the goalkeeper kicking his downed opponent. The Penalty Kick certainly was correct.
I'd question why you didn't see this as misconduct. It sounds like violent conduct, although you said the keeper pulled back from the kick so maybe only unsporting behavior. But you were there, not us, so you decided.
