Can the goal keeper move side to side and or jump up and down during a PK?

Answer provided by Referee Ben Mueller

Yes he can move side to side as long as his feet are on the goal line until the ball is kicked. Jumping up and down is acceptable provided the feet are on the plane of the goal line.

Law 14 specifically says the goalkeeper is on his goal line. This requirement is met should one or both of the keeper's feet not be on the goal line unless he has moved backwards or forwards off of the line.
