View Referee Ben Mueller profileAnswer provided by Referee Gary Voshol Per FIFA Laws of the Game, players may be substituted at any stoppage, provided the referee is notified. A goal kick is a stoppage.
Because many youth leagues allow unlimited substitutions, the opportunities at which substitutions may be made is limited. Instead of any stoppage, they may be made only at certain stoppages. As Ref Mueller has stated, most modified substitution rules allow for subs by either team at goal kicks - but you would have to check your local operating rules to be sure.

HS and NCAA rules allow both teams to substitute on goal kicks.
