Question Number: 15490Law 12 - Fouls and Misconduct 5/15/2007RE: Rec Adult Chris Gutwald of Berkley, Michigan United States asks...During a game last night, the ref called a foul on the opposing team for grunting/talking/yelling at our player while he was going up for a header. The ref explained that is against FIFA rules. Was he correct. Answer provided by Referee Keith Contarino If the player in question disadvantaged your player than this is misconduct, unsporting behavior, and is punishable by an indirect free kick.

View Referee Keith Contarino profileAnswer provided by Referee Chuck Fleischer He shouldn't have called a foul, It may have appeared he did. If the actions put-off the opponent then the player has earned himself a caution and is shown the yellow card. The restart of play is indirect free kick.
In England referees sometimes punish "Verbal Impeding" with an indirect free kick and no caution. Why they do this is probably a policy of their FA or a referee just doing something he thinks is right.
