On a corner kick, does the ball need to travel one revolution, before it can be played be another player. Or, can a player touch the top of the ball, have no movement and then another player can play the ball?

Nope ball is in play when it is kick and moves. You are opening up a whole can of worms when you say touch the top of the ball. Bottom line is that the ball must move from position A to position B. Simply rolling the foot over the ball or tapping/stomping on the top of the ball does NOT constitute movement.

Prior to 1997 the ball must have travelled the distance of its circumference before it was in play. That is not the case any more. Today it must be kicked and moved.

Is a player touching the top of a ball a kicking motion? In the opinion of US Soccer, no. Because you coach in America it would be a disadvantage for your team to be taught this. Kicked and moves means exactly that. Kicking motion and move the ball from here to there.
