Question Number: 15648

Law 12 - Fouls and Misconduct 5/30/2007

RE: Rec Under 10

shawn brooks of madison, wi usa asks...

Another handball question for you.

Attacker kicks the ball, defender purposefully plays the ball with the hand but the ball is deflected into the goal anyway.

What would the ruling be? Is it a goal? Seemed obvious to me that it would be a goal but was called a hand ball and a penalty kick awarded.

Answer provided by Referee Gary Voshol

The wise referee will look for advantage in situations you describe. What better advantage to a team that has been fouled than to have the ball in the back of the net?

Unfortunately we often get very excited about these crucial plays. Deliberately handling the ball in the penalty area - that's a biggie! That may cloud our judgement and throw off our timing. Once the whistle has been blown, there's no way to un-blow it. Play stopped as the tone sounded. The fact that the ball went into goal a fraction of a second later cannot be considered. The referee called a foul, and the restart is a penalty kick.

Hi Shawn,
a delayed whistle works best here to see if the outcome was as the defender intended, be it a break up of attacking play or denying a shot at or on goal.

If that attempt fails and the ball has an opportunity to enter the goal it is advantagous to allow it to do so.

The MISCONDUCT of the act remains no matter what result transpires. It is just our type of punishment and restart that could be altered.

Far better to award a goal, restart kick off with a possible caution to the defender for USB .

If we are too quick on the whistle we have to call back or not award the goal, award a DFK or PK depending on the location of the foul and consider at least a caution for USB if not DOGSO thus a red card and send off resulting in the defender's team reduced to 10 players.

If the ball enterd the goal and crossed the goal line under the crossbar and between the posts and the referee had not blown the whistle to stop play until AFTER to not award the goal is a complete mind fart and the referee needs a refresher course on
LAW 5 the Referee:
allows play to continue when the team against which an offence has been committed will benefit from such an advantage and penalises the original offence if the anticipated advantage does not ensue at that time;

Answer provided by Referee Steve Montanino

The referee should try very hard not to blow the whistle immediately and see where the ball will go next. Once it goes in the goal it should be awarded and the player who tried to keep it out with the arm should be cautioned and shown the yellow card.

If the whistle went off too soo, you must restart with a penalty kick and you must send off the defender and show them the red card for DOGSO-by deliberately handling the ball.

Answer provided by Referee Ben Mueller

The referee should apply advantage and award the goal. As Mr. Montanino said if the referee fails to allow the goal, it gets rather ugly. By allowing the goal and holding off on the whistle, the referee can make both teams happy (prevent a send off and also the taking away of a goal.
