If a player throws in the ball back to his own keeper, is the keeper alowed to touch it with his feet, and then pick it up with his hands?

He may of course play it with his feet, but he may not legally handle the ball

No. The goalkeeper is prohibited from handling the ball after it has been thrown in to him by a teammate. Dribbling it around a bit first does not excuse him from the infraction.

We have been saying for years the keeper can not handle a ball deliberately kicked to him or when he gets it directly from a throw-in from a team mate. You'll find the new Advice to Referee on the Laws of the Game will explain this as well. Look For it in September.
