can a goalie be substituted after a pk is award to the other team ?? if so does that goalie being subbed have to be taken off the field ??

A PK during regulation play is a stoppage under FIFA law and as such ok for substitution!! If the allowable number of substitutions were not used up and there were subs still available a keeper could be substituted from the bench!

He is not required to be a player on the field as in a PK shootout AFTER a match is over but the result is still being sought!
The notable exception is if a keeper is injured in a shootout a sub still could enter to assume keeper duties provided the allowable number of substitutions were not used up and there were subs still available !

The goalkeeper can change position with any other player on the field at any stoppage, providing the referee is notified. This is NOT a substitution. I have never seen any local rules that address two players on the field changing positions.

Some leagues have rules limiting when substitutions can be made. Quite often these rules restrict substitutions to throw-ins, goal kicks, kickoffs, and injuries. You will have to check if your local league rules address this.

Well...a field player can change places with keeper at any stoppage so if its a field player, yes. If it is a substitute from the bench, then it is allowed only if local substituion procedures allow for it. If its a world cup game, then it is a stoppage and a sub can occur. If it is a youth game, usually a PK is not a substitution opportunity.

The answer is: if substitutes remain any player may be substituted at any stoppage in play. Substitutions is one of the things allowed to be modified for veterans and youth matches, and modified it is.

To be absolutely sure you must find the league's substitution policy because the correct answer, in that league, depends on it.
