ON A PENALTY KICK CAN A GOALIE SWITCH WITH A PLAYER THAT IS BETTER THAN THEM JUST FOR A PENALTY? Answer provided by Referee Gary Voshol Players can change positions any time they wish. There is only one position mentioned in the Laws of the Game, and that is the goalkeeper. Defender, attacker, striker, midfielder, back, sweeper, left, right - these are all positions made up by coaches to help them control how you play the game.
Since the penalty kick is a stoppage in play, the goalkeeper may change positions with another player upon notifying the referee. The new goalkeeper must put the fancy spiderman shirt on, and the old one take his off.
Under FIFA Laws of the Game, the stoppage would also be a substitution opportunity for a new goalkeeper to come in off the bench. Many amateur and youth leagues restrict substitution opportunities, in exchange for allowing you unlimited numbers of subs. Most local rule modifications do not allow a substitution at a penalty kick.
