Question Number: 15942Law 12 - Fouls and Misconduct 7/4/2007RE: Under 15 Kyle Kenney of Ontario , Canada asks...I have a couple of goaltender questions..
1. The goalie doesn't release the ball within 6 seconds.. do I give the opposing team and INDFK at the edge of the box and a yellow to the goalie??
2. The ball is out of the 18yrbox and the goalie goes out to play it and brings it back into the 18yrbox and picks it up. Is that an INDFK and a card for the goalie?
3. Lastly, the goalie holds the ball for a few seconds, then bounces it, then keeps holding it. Does that count as apart of the 6 second count? Or is that a handball? Answer provided by Referee Gary Voshol Please go back to your referee instructor and tell him or her that you need additional training. All of this should have been covered in the first certification class you took.
1) The restart is an indirect free kick at the spot the goalkeeper was when the 6 seconds expires. If that spot was inside the goal area, the ball is moved out to the 6-yard line. There is no need for a caution.
2) You don't give enough information. How did the ball get to the spot outside the PA so the goalkeeper could get it?
3) Goalkeepers are allowed to bounce the ball or toss it up in the air and still be considered to be in control of the ball. The 6-second clock keeps kicking. There's no way could it be deliberately handling the ball (not "handball", that's another sport altogether) as the goalkeeper is allowed to handle the ball inside the penalty area.

NOT a caution, 3. Of course. As does the time bouncing
