Question Number: 16142Law 12 - Fouls and Misconduct 7/27/2007RE: Rec Under 15 Alexander of Kursk, Russia asks... It is said in the Laws of the Game that free kicks 'to be taken from the place where infringement occurred'. How is this place defined?
For example, if a player does a bad sliding tackle from behind, where that place would be? Especially it concerns the case if such offence occurred at the edge of the penalty box. Answer provided by Referee Gary Voshol Tackles (I assume you are talking about those with illegal player contact) are fairly easy to locate. It's the spot where the contact took place. If the referee is sure that happened inside the penalty area, or if the assistant referee can confirm the spot, then the restart is a penalty kick. How far away the slide started is immaterial.
Harder to define are fouls such as holding, which may go on for some time as the players run alongside each other. In the case of a hold that starts outside the penalty area but ends up inside the penalty area, we are told by FIFA to spot the ball for a penalty kick.

View Referee Gary Voshol profileAnswer provided by Referee Chuck Fleischer Consider the place something happened as the spot on the floor directly under where the illegal event happened. In the event the illegal event was committed by a player and the spot touches any portion of that player's penalty area the spot is the penalty mark.
